Vietnam and the United States of America have signed an agreement on child adoption , meaning at American couples are permitted to adopt Vietnamese children who have been orphaned or abandoned.

All adoptions must be carried out only in the spirit of humanitarianism, aiming to ensure the best interests of the children and the respect of their fundamental rights and comply with Vietnamese law, in particular Decree 68, Chapters IV through VIII, August 10, 2002 and Circular No. 07/2002/TT-BTP, December 16, 2002.

An adoption is a lengthy legal process, taking approximately four months to complete.  Vietnamese authorities must be convinced of the child's identity and that the child has been orphaned or abandoned.
